My current PhD program provides a high degree of support, so loans are not critical (unless you need money to pay for health care costs, for example...) . But it's almost impossible to go to law school in the U.S. without loans. It's too expensive. No student loans is a generally good goal, but not always realistic, at least in the U.S.!
